In most weddings, venue and catering together take the largest share of the total budget — commonly around 44% combined — because they are the only two categories that scale on two axes at once: the guest count and the standard of service. Every extra guest adds real, countable cost to those two lines; flowers, music and attire barely move. Set venue and catering first, against a realistic head count, before pricing anything smaller.
Two axes, not one. Budgeted-versus-actual measures whether the decision was sound; paid-versus-pending measures whether the money actually left the account when the contract said it would. A line can sit perfectly inside budget with its entire balance unpaid — and that is the one that empties the account in the final month, when several vendors' final balances tend to land close together.
Build the 10–15% buffer in on day one, as its own named line, before allocating a single category. Almost every number set this early is set blind — flowers priced before you've stood in the room, a band booked before anyone knows the ceiling eats the sound — and in many weddings those numbers move upward once the real space and the real tasting arrive. A buffer with no name in the who-pays-for-it sense is budget someone will spend on an upgrade in month two; a named line stays there for the surprise it exists for.
